As part of my ongoing quoting-regularization quest
(https://sourceware.org/bugzilla/show_bug.cgi?id=34044), this changes
gdb and gdbserver to avoid `...' `...`, and ``...'' when quoting
output, preferring double quotes instead.
I wrote this by writing a short script using Pygments to find all
strings in the source using the back-quote character; then fixing all
the relevant ones.
I've also fixed up the test suite, though there are probably tests I
have missed, since I did this primarily by looking at regressions.
(The only exception being s390-multiarch.exp, which I found while
searching for a particular string.)
I think it would also be good to tackle '...' quoting, but I haven't
attempted that yet.
Regression tested on x86-64 Fedora 40.

I found some code in stap-probe.c that split the quoting in a strange
way:
warning (_("unrecognized bitness %s%c' for probe `%s'"),
got_minus ? "`-" : "`", *cur,
Here the leading ` is not part of the format string. I found this odd
and so I split this fix out into its own patch.

While working on fixing the `...' quoting, I stumbled across a few
spots that should use CLI styling but currently do not. This patch
fixes the ones I found.

This changes the quoting style of "-7" and the like. As the test
suite shows, it was previously quoted as `-7'. Is there a good reason
for this change? I'm not sure I understand what is weird about this
quoting or ` not being part of the format string. Is this just a
style-preference thing?

(‘'’) for closing quotes, nowadays quotes ‘`like this'’ are typically
rendered asymmetrically, so quoting ‘"like this"’ or ‘'like this'’

If we'd leave the quoting style unchanged, I would have preferred:

which I find easier to read.
