For the ChangeLog: Can you document which parts of the Makefile
you updated? Eg:
* Makefile.in (ALL_64_TARGET_OBS): Add aarch64-tdep.o.
(HFILES_NO_SRCDIR): Add aarch64-tdep.h.
[etc]
