Let's keep in mind that this is a fixup for bad line number
information. The DWARF spec says that those values are addresses of
instructions, not addresses with bits of type or state information
stuffed in the low bits. Accomodation for this sort of lossage should
have a limited lifetime, because they complicate maintenance and
improvements.
