Similarly to existing i386_cygwin_core_osabi_sniffer()

	* amd64-windows-tdep.c (amd64_cygwin_core_osabi_sniffer): New.
	(_initialize_amd64_windows_tdep): Register amd64_cygwin_core_osabi_sniffer.
