So what's the timetable for the branch and the release, exactly?  It
seems like we've suddenly switched to a much more hurried mode; should
the 5.4 branch be cut immediately, even before the annotation level
three change gets put in, so that we can avoid putting changes that
might inadvertently be destabilizing on the branch?  (Obviously the
annotation level 3 change would get added to the branch, as well as
bugfixes.)
