[ Now with a ChangeLog entry ]

sim/arm/Makefile.in currently uses $< in a non-implicit rule.  This
doesn't work with non-GNU makes (at least NetBSD's one) since $< isn't set
for non-implicit rules.  This patch fixes the problem:
