Sure, I can run "make check" from the top build directory but not "make check-perf":

~/build$ make check
make[1]: Entering directory `/home/users/nblanc/build`

~/build$ make check-perf
make: *** No rule to make target `check-perf'.  Stop.

The command works fine inside  build/gdb:

~/build/gdb$ make check-perf
make[1]: Entering directory `/home/users/nblanc/build/gdb/testsuite'
