Nobody actually uses this hook anymore. So simply remove it.

* defs.h (deprecated_interactive_hook): Remove.
* top.c (deprecated_interactive_hook): Remove.
* interps.c (clear_interpreter_hooks): Adjust.
* utils.c (maybe_quit): Adjust.
