Ok,  I build gdb for to different targets,  i686-pc-elf and 
powerpc-motorola-elf.  My host is i686-pc-cygwin.

So the question becomes how do I decide which file to modify for the
TDEPFILES line?

Here you go.  I haven't tested this patch on its own at all, so if it
breaks, you get to keep both pieces.  Add solib-target.o to TDEPFILES
for your target to enable it.
