We have a stable MinGW port that works with remote SuperH targets which
removes the need for cygwin to be installed on a win32 machine. I was
unaware that this was an unsupported GDB platform so I guess we are on
our own here.

No, you just found yourself a job :-)  Figure out what the changes 
involve, see who owns them, and possibly get them merged in.

In other words, do what I have suggested a couple of times in the MinGW
mailing list...
