There is no official affiliation, I think. The instance was set up by
Simon and I, with the help of the OSCI folks, who provides the
infrastructure.
I see the gerrit service just like I see the Buildbot service: they are
both useful for the community, but they are not backed up by the FSF/GNU
in any way.
