If that's the real reason, let's at least document it, either in a
comment in the .texi file or in the ChangeLog, lest some helpful soul
will want to make it an appendix in a distant future.

We could arrange for this paper to become an appendix only in the
on-line manual (using @itex), but if that is too much work (since I
think the menus and possibly @node lines will need to be @iftex'ed as
well as the text itself), I have no objections to doing it your way.
