[patch/rfa] Drop some arm-* targets

Hello,

The attached patch prunes the number of ARM targets to build when 
checking that a change doesn't badly break things.  I think dropping 
arm-coff is pretty obvious since it and arm-elf should be the same.

Not so obvious is arm-pe - Chris, thoughts?
