This is my opinion too.

My guess is that it helps Andrew push a "todo" item out of his head into
the source code, so that he has one less thing bugging him and can get
on with something else. Just like it drives me nuts when a file is
missing a copyright notice, and I can't do anything else until I get
the copyright notice fixed. Everybody's got different things in their
"I gotta clean this up because it bugs me too much" property list.
Just my guess. Actually it's rude of me to guess about Andrew's
motives!
