On Interix, NEW_PROC_API should be defined. So the following change
has been made to configure.in.

I also regenerated configure using the autoconf located in the binutils
directory of ftp://sources.redhat.com, but got zillions of meaning-less
differences. I wonder if this is because I did something wrong, or if
the current configure was generated with an "incorrect" version of
autoconf. For now, I just extracted the one hunk that my change should
cause.

Tested on Linux by:
    % make distclean
    % ./configure
    % make
