I don't think they have worked out a new plan for maintainers to upload 
software yet. You might have to contact them at ftp-upload@gnu.org

Thanks.  With various hints, I'm slowly piecing together the current 
story.  Spent yesterday evening learning gpg ....  It was suggested that 
I send it to maintainers@, I'll try ftp-upload@.  Chance has it, both 
are having a break at present though.  Oops, forgot to save my 
maintainers@ e-mail.

No, but if you find out, let me know.  I haven't made a binutils
