Tcl/Tk maintainership in gdb and Insight

For a while, I was the maintainer of Tcl/Tk in Insight and gdb. This was evidently removed from the MAINTAINERS file when I left Red Hat. On the Insight list, we have nominated and accepted Ian Roxborough. This patch makes it official.

Hmm. The machine where I have the correct ssh key to do this had the 
power supply die yesterday. I cannot do it from work. I have asked 
Fernando to do it.
