I am thwarted from getting anonymous cvs access for the last couple of
days with "connection reset by peer" messages. Is this a CVS/inetd
issue at the server end?

The usual rule is that the server limits anonymous CVS connections
when its load is especially high; I can only recommend trying again at
a different time of day. It's usually not a problem for long.
