without having cygwin dependencies ?

No, but the existing one we compile for older versions of Windows
seems to work fine on Vista.

Note that there are issues with *GCC* on Vista:
<http://gcc.gnu.org/bugzilla/show_bug.cgi?id=30972>
I'm working on a patch, but I won't be able to test it until next week.
