* gdb-5.1 : attach does not work

I tried attaching to a already suspended process and the attach fails. The 
error reported is as follows. This works fine in gdb 4.18.

I tried attaching to a already suspended process and the attach fails. The 
error reported is as follows. This works fine in gdb 4.18.
