RFA: fix documentation for file -readnow

This patch fixes PR cli/8830.

The bug is that a user got confused by the documentation, which reads:

`symbol-file FILENAME [ -readnow ]'
`file FILENAME [ -readnow ]'
   [...]

It turns out that file and symbol-file only accept -readnow as the first
argument.

This patch fixes the documentation to reflect the code.
