GDB 12 preparation -- 2022-02-13 update

Hi everyone,

Below is a recap of the fixes that were identified as desirable
for our GDB 12 release. Please let us know if you see other issues
worth evaluating as well.

New for this release is a section providing our tentative dates
for branching, and then release.

    Ctrl-D distorts GDB prompt

        Baris requested that we consider the bug above, which seems
        to be a GDB 11 regression for Baris. However, Andrew has
        tried pretty hard to reproduce, and still no luck. Until
        we either have someone else reproduce, or we get more info
        from Baris, I'll hold off marking this PR's Target Milestone
        to 12.1 (don't want to wait a long time for a fix to a problem
        whose impact is unclear and whose investigation might be
        difficult).

  * [AndrewB] create GDB/MI commands using python

        Explicit request to include in GDB 12; accepted as the patches
        were sent prior to the start of the GDB 12 release process.

  * [JohnB] gdbsupport: Add an event-pipe

        v4 has been reviewed by TomT (Jan 14th). Waiting for John's
        updated version.
