Subject: [PATH] Honor $INSIDE_EMACS, not only $EMACS.

Lately Emacs switched from defining $EMACS to $INSIDE_EMACS, when it
runs subprocesses, so GDB needs to follow suit to disable paging.

OK to commit the below?
