Yao Qi nominated as tic6x maintainer

I'm pleased to announce that Yao Qi is now the official maintainer of 
GDB's support for the Texas Instruments TMS320C6x, or as we call it, the 
tic6x target.  As he contributed it, and also has considerable 
experience with getting target-side bits working, including library and 
ucLinux, he's about the most qualified possible person for the job!
