rdi-share devsw.c compilation failure [RFA]

rdi-share devsw.c compilation failure [RFA]

Newer versions of glibc cause compilation of rdi-share/devsw.c to fail
because sys/time.h no longer guarantees the presence of struct tm.

This patch fixes that. Okay to install? Is there anything I need to do
specially since this rdi-share stuff is imported?
