Hello,

As part of the GDB branch creation process, I have make the following
two commits on the gdb-18-branch:

  - [release/branch 1/2] Bump version to 18.0.90.DATE-git.
  - [release/branch 2/2] Set development mode to "off" by default.

Pushing them to gdb-18-branch next.

Now that the GDB 18 branch has been created,
this commit bumps the version number in gdb/version.in to
18.0.90.DATE-git

For the record, the GDB 18 branch was created
from commit b737567fed7f672fd54b40967c6c0234ef257434.

This is done by setting the "development" variable to "false"
in bfd/development.sh.
