Add generic function to enable debugger events in a process.

gdb/ChangeLog:

        * netbsd-nat.h (netbsd_nat::enable_proc_events): Add.
	* netbsd-nat.c: Include <sys/ptrace.h>.
	* (netbsd_nat::enable_proc_events): Add.
