That seems basically like changing their license to v3, to me, which
we aren't allowed to do. But maybe it's within the scope of
redistribution...
There are some files that are going to stay v2 or later (at least for
the moment), like the demangler interface in include/ which is used by
various runtime libraries. I think it behooves us to keep the GPLv2
while we have files that are covered by it.
