GDB definitely does honor TARGET_SYSTEM_ROOT_RELOCATABLE.  ld does too
(get_relative_sysroot in ldmain.c).

LD and GDB parts are OK.  I think the GCC part is sufficiently
obvious, or else ping Paolo.
