mh-dgux only sets RANLIB=true. Which is redundant now.

* mh-dgux: Delete.
(toplev)
* configure.in: Remove reference to mh-dgux.
* configure: Rebuild.

Erhm. This might be a work-around for a broken RANLIB, as opposed to
a missing one, but I somehow doubt this is not the case. Ok.
