PATCH: Fork event updates, part the ninth

Pulling leftovers from my working directory... this patch kills what used to
be ->to_next, which hasn't been used for some time.  Committed.

	* target.c (update_current_target): Don't inherit DONT_USE.
	* target.h (struct target_ops): Remove DONT_USE.
	(target_next): Remove macro.
