[commit] fix procfs.c:procfs_pass_signals advance declaration

Argh - I forgot to tell Ulrich when I tested his patch that there was
one discrepancy.  I fixed it locally, and even prepared the patch, but
then forgot when I sent my reply.  Fixed thusly.
