[commit/config] Disable configure.tgt code modifying configdirs

This, as it stands, doesn't work with autoconf (AC_CONFIG_SUBDIRS can't 
take a variable).  I've disabled it for now.

Richard, assuming rdi-share is still relevant, we'll need to find a way 
to handle this this and re-enable it.

Hmm, I've got too much on my plate to look at this right now.  Can you
open a PR for it, so that it doesn't get lost.
