Given that you are listed as a TAC member, yet admitted being unclear on some details of the proposal itself, perhaps we're in the same boat. I cannot speak for the toolchain development community -- and have no idea who honestly can -- but I suspect that some of the numerous outstanding questions are material to their eventual decisionmaking on moving their project to a new host - or staying. - FChE
