Same for the GNU Hurd, unfortunately.  (We were accepted and had four
slots last season.)

Yes, that possibility exists.  Just talk to <summer-of-code@gnu.org> (or
directly to Karl Berry) to get your ideas listed, or a link to a page
containing those.
