Roland, this patch:

seems to have broken the hppa2.0w-hp-hpux11.11 build. This target does 
not use ELF, so bfd isn't built with elf.lo and 
bfd_elf_bfd_from_remote_memory is not available.

can we do this without an elf dependency?
