It doesn't.  It uses a proprietary protocol that ARM is
unwilliing to divulge.  Apparently they are now willing to let
people use gdb to talk via TCP to their Multi-ICE server
program that runs under Windows and knows how to talk to the
thing. I usually recommend that people avoid Multi-ICE because
it is a closed, proprietary system.
