Something must be wrong somewhere. I checked out gdb 5.1 from CVS
yesterday and did
/home/hjl/work/gnu/src/gdb-5.1/gdb/configure \
--target=mipsel-linux \
--prefix=/export/tools \
--with-local-prefix=/export/tools
It doesn't work for me.
