Yes, it does.

Yes, but I still have no reason to believe that anyone who reads the
few references to Ctrl-C etc. throughout the rest of the GDB manual is
familiar with that notation.

Again, there's no way I can be sure that explanation is known to
whoever reads about Ctrl-C and Ctrl-D elsewhere in the manual.
