RFA: delete two empty files

Yesterday I happened to notice that cli-utils.c and cli-utils.h are
empty.  According to the cvs log, the only changes to these files
since 2001 has been to update the copyright notices.

This patch removes them.

Built & regtested on x86-64 (compile farm).
