You have to patch configure.ac, not the generated configure.

I think the fix here is to have common/configure.ac invoke

ZW_GNU_GETTEXT_SISTER_DIR([../../intl])

and then rebuild everything in the usual super-complicated way, and fix
up common/Makefile to use the new variables.

After I install the automake patch I can send you a patch to test.
