intl/configure.ac explicitly sets INCINTL to empty, unless the included
libintl is used.  It does that since the intl directory was replaced by
the GCC counterpart in 2006.  In GCC, this was added during the move of
the intl directory to toplevel (revision 69071).  You should probably
file a bug for GCC.
