In (bash)Shell Parameter Expansion, the paragraph before the table:

       When not performing substring expansion, Bash tests for a parameter
    that is unset or null; omitting the colon results in a test only for a
                           ^^^^^^^^^^^^^^^^^^
    parameter that is unset.
