This is most probably because GDB first had a Cygwin port before it had a MinGW port, eons ago, and nobody updated the manual. This patch fixes it, by renaming the existing "Cygwin Native" node to "Windows Native", and re-adding a new "Cygwin Native" node with the Cygwin-specific features moved there.
