Well, let's take this example. The user has generated a filesystem on a flash, and is now debugging something natively (which is already somewhat unlikely), and there is no writeable FS in sight. Chances are, there is no libthread_db.so.1 anywhere in sight either. If there is one, the user could use it by setting libthread-db-search-path to containing directory. The only case your proposal fixes is when libthread_db.so.1 *is* present on the system, but for some mysterious reason is called libsomething_else.so instead.
