I think this means that sending C-o didn't cause an operate-and-get-next.
The subsequent problems are caused by this.
Does operate-and-get-next work on your system?
You can find out by starting gdb and doing something like this:
p 1
p 2
<C-p C-p> -> should display "p 1"
<C-o> -> Should execute "p 1" and display "p 2"
