I don't think so. cli and mi don't have one because they are part of gdb. gdbserver isn't part of gdb, so it has one. doc isn't part of gdb, testsuites aren't part of gdb... By the same token, testsuite/gdb.base doesn't have one because it is part of testsuite. It all seems quite logical to me...
