As an FSF project, we're supposed to stay current on license versions, 
but it seems that the docs are still way back on GFDL v1.1.  This patch 
updates everything - that I could find - to v1.3.  I'll hold off 
committing for a couple days, in case somebody knows of something I 
missed.  (Note that this is just for the gdb/ part of src.)
