A customer noticed that some of the gdbserver files were still gplv2 or later, 
and asked some questions.

AFAICT this is just a slip up and there is no need for these to be stuck at 
gplv2 -- it certainly doesn't change gdbserver from being gplv3.

This patch changes those files to be gplv3 or later, ok?
