Here's a new patch, revised per the previous discussion to rename the new 
commands.  Moving them out of "set/show remote" into a new "set/show tcp" prefix 
  cleaned up the implementation logic a bit, so it's probably the right choice.

The rest of the patch, with the actual retry/timeout logic, is unchanged from 
the previous version.
